【摘要】:TheobjectiveofthisInternationalWorkshopAgreementistoprovidelocalgovernmentswithguidelinesforthevoluntaryapplicationofISO9001:2008onanintegralbasis.Theseguidelinesdonot,however,add,changeormodifytherequirementsofISO9001:2008.Foralocalgovernmenttobeconsideredreliable,itshouldguaranteeminimumconditionsofreliabilityfortheprocessesthatarenecessarytoprovidealltheservicesneededbyitscitizensinaconsistentandreliablemanner.Allthelocalgovernment’sprocesses,includingmanagement,core,operationalandsupportprocesses(see3.6),shouldconstituteasingle,integral,qualitymanagementsystem.Theintegralcharacterofthissystemisimportantbecause,otherwise,althoughalocalgovernmentcouldbereliableinsomeareasofactivity,itmaybeunreliableinothers.Foragovernmenttobeconsideredreliable,itshouldguaranteeminimumconditionsofreliabilityforallkeyprocessesandservices.Toachievethis,itisadvisablethatthelocalgovernmentclearlyidentifythemanagement,coreandsupportprocessesthat,together,makeitreliable(seeAnnexA).AnnexBprovidesadiagnostictoolforlocalgovernmentstoevaluatethescopeandmaturityoftheirprocessesandservices.Note:Inlocalgovernmentswithscopeandfunctionsthatdoesn’tapplytheAnnexBindicator,thiscanconsideredappliedforthesediagnosticsystem.Alsocanincludesomeindicatorsthatapplytoitsscopeandfunctions.AlltheguidelinesindicatedinthisInternationalWorkshopAgreementaregeneralandtheyareintendedtobeapplicabletoalllocalgovernmentsregardlessoftheirtype,sizeandservicesprovided.AsthisInternationalWorkshopAgreementisaguidancedocument,theguidanceprovidedisnotsubjecttothe"exclusion"ofrequirements,asisthecaseforISO9001.Theuserisfreetoapplytheguidanceasnecessary,totheirmaximumbenefit.

【摘要】:TheobjectiveofthisInternationalWorkshopAgreementistoprovidelocalgovernmentswithguidelinesforthevoluntaryapplicationofISO9001:2008onanintegralbasis.Theseguidelinesdonot,however,add,changeormodifytherequirementsofISO9001:2008.Foralocalgovernmenttobeconsideredreliable,itshouldguaranteeminimumconditionsofreliabilityfortheprocessesthatarenecessarytoprovidealltheservicesneededbyitscitizensinaconsistentandreliablemanner.Allthelocalgovernment’sprocesses,includingmanagement,core,operationalandsupportprocesses(see3.6),shouldconstituteasingle,integral,qualitymanagementsystem.Theintegralcharacterofthissystemisimportantbecause,otherwise,althoughalocalgovernmentcouldbereliableinsomeareasofactivity,itmaybeunreliableinothers.Foragovernmenttobeconsideredreliable,itshouldguaranteeminimumconditionsofreliabilityforallkeyprocessesandservices.Toachievethis,itisadvisablethatthelocalgovernmentclearlyidentifythemanagement,coreandsupportprocessesthat,together,makeitreliable(seeAnnexA).AnnexBprovidesadiagnostictoolforlocalgovernmentstoevaluatethescopeandmaturityoftheirprocessesandservices.Note:Inlocalgovernmentswithscopeandfunctionsthatdoesn’tapplytheAnnexBindicator,thiscanconsideredappliedforthesediagnosticsystem.Alsocanincludesomeindicatorsthatapplytoitsscopeandfunctions.AlltheguidelinesindicatedinthisInternationalWorkshopAgreementaregeneralandtheyareintendedtobeapplicabletoalllocalgovernmentsregardlessoftheirtype,sizeandservicesprovided.AsthisInternationalWorkshopAgreementisaguidancedocument,theguidanceprovidedisnotsubjecttothe"exclusion"ofrequirements,asisthecaseforISO9001.Theuserisfreetoapplytheguidanceasnecessary,totheirmaximumbenefit.
